A Study on Railway Safety Index for International Railway Operation: Focus on High Speed and Conventional Train 국제철도 연결에 대비한 철도안전 지표 비교 연구: 고속철도 및 일반철도 중심

Abstract

In relation to international railway transport, majorty of current international railway safety regulations, standards and safety indicators are based on European Union. As a result, railway operation characteristics of Asian countries including Korea are not reflected. In order to international railway operation in Korea, objective indicators of domestic railway safety and analysis of domestic characteristics are essential. To this end, this study performed a comparison by converting domestic railroad safety indexes according to the railroad safety index guideline of international organizations, and examined ways to reflect domestic railway safety characteristics. Through this, the preliminary review of various railway safety indicators for future international rail connections was suggested, and suggestions were made to reflect the items that need to be supplemented and the characteristics of Korea.

국제 철도운송과 관련하여 현재까지는 유럽연합을 중심으로 안전과 관련된 각종 제도, 표준, 지표가 운영되어왔다. 이로 인해 대한민국을 포함한 아시아 국가의 철도운영 특징이 반영되지 않은 상태이다. 향후 국내 철도의 국제철도 연결을 위해서는 국내 철도안전성에 대한 객관적인 지표와 국내 특성에 대한 분석이 필수적이다. 이를 위해 본 연구에서는 국제기구의 철도안전 지표 산출방식에 따라 국내 철도안전지표를 변환하여 비교하였다. 또한, 국내 철도안전 특성을 반영하려는 방안을 검토하였다. 본 연구를 통해 국제철도 연결시 필요한 주요 철도안전지표에 대한 사전 검토와 국내 지표의 보완 사항과 국내 특성을 국제철도안전 지표에 반영하려는 방안을 제시하였다.
