Safety Evaluation of Multiple Treatments for Expressway Ramp

Abstract

Various treatments are applied to improve safety in the ramp section on highways in Korea. However, despite continuous efforts, the effectiveness of applying treatments has been reduced due to insufficient management and the lack of quantitative effects analysis. This study outlined treatments for improving traffic safety in domestic and overseas ramp sections, benchmark these element, and proposed in-depth verification and application for treatments. To estimate quantitative crash reduction effects, a safety assessment was performed on three treatments (speed limit changes, installation of colorful guide-lane and changes of number of lanes) by applying the cross-sectional analysis technique. The safety effect were evaluated through development of two different models (a data mining technique MARS model and a negative binomial model). It was found that the crash modification factor estimated through the MARS model was shown to be more reliable than the negative binomial model. At the speed limit of 40km/h, the crash reduction effect was higher at about 36%. Implementation of colorful guide-lane has been shown to be effective in improving safety on trumpet-type loop ramps. Finally, the results show that if one lane is operated compared to the two-lane ramp section, the crash reduction effect will be about 52%. The results of this study are expected to be used as basic data for future strategies for improving traffic safety on ramp sections.

국내 고속도로에서는 램프구간 교통안전을 도모하기 위해 다양한 대책을 적용하고 있다. 하지만 지속적인 노력에도 불구하고 대책의 사후관리 및 정량적 영향분석이 미흡하여 실효성이 저하되고 있다. 또한, 제한속도 및 급커브 등의 표지판 설치, 시선유도봉 등 다양한 형태의 대책들이 적용되어 있어 실효성 제고를 위해서는 대책별 정량적 효과평가가 필요하다. 따라서 본 연구에서는 국내외 램프구간 교통안전 개선을 위한 대책을 정리하고 벤치마킹 요소를 도출하였으며 일부 대책에 대해 심층적 검증 및 도입방안을 제시하였다. 정량적 사고감소효과 도출을 위해 Cross-sectional 분석 기법을 적용하여 국내 데이터로 검증 가능한 제한속도 감소, 컬러레인 설치, 차로수 변화 등 3가지 대책에 대한 안전성 평가를 수행하였다. 효과 산출을 위해 데이터마이닝 기법인 MARS(Multivaraite Adaptive Regression Splines) 모형과 전통적 사고빈도 통계모형인 음이항 모형을 각각 개발하여 결과를 비교하였다. 연구 결과, 연결로 제한속도는 40km/h일 경우 사고감소효과가 약 36%로 가장 안전하게 나타났다. 컬러레인은 트럼펫형 루프연결로 안전 개선에 효과적인 것으로 나타났으며 이는 급격한 커브구간 및 복잡한 경로로 인해 나타난 결과로 예상된다. 마지막으로 차로수 변화는 2개로 구성된 램프구간에 비해 1개의 차로를 운영할 경우 사고감소효과가 약 52%로 도출되어 교통량이 적고 과속사고가 다발적으로 발생하는 구간을 대상으로 차로를 감축하여 운영하는 등에 대한 대책 마련이 필요할 것으로 예상된다. 본 연구에서 도출된 주요 결과는 향후 램프구간 교통안전 증진 전략을 위한 기초자료로써 활용될 수 있을 것으로 기대된다.
