This paper empirically analyzes the effect of improving transportation services in rural areas of the transportation model project through regression analysis using the data of the urban transportation model pilot project (public taxi) of the Ministry of Land, Infrastructure and Transport. The number of going out and the number of places visited through the urban transport model pilot project show different changes between regions. The result of the analysis through double difference suggests that the increase in the number of going out and the number of places visited through the pilot project is statistically significantly greater in the rural area than in the urban area. In particular, it is analyzed that through the project the number of going out and the number of places visited have become greater in rural areas than those in urban areas by 0.52 times and 0.39 places, respectively. These results overcome the limit of most previous studies where the changes caused by cyclical fluctuation are not controlled for since their analyses are restricted to the areas with the project. The policy for the promotion of transportation for the transportation disadvantaged was justified in terms of equity, but the results of the empirical analysis of this paper imply that the validity of these policies can be secured in terms of efficiency (budget) as well.
