An Analysis of Factors Influencing Elderly Driver’s Voluntary Return

고령자 운전면허 자진반납의 영향요인 분석

Abstract

The increase in the elderly population has led to a 19.2% rise in traffic crashes caused by elderly drivers over the past five years. In response, the National Police Agency and local governments have implemented a voluntary driver’s license return program since 2019, designed to encourage elderly drivers to surrender their licenses voluntarily. Although this initiative has contributed to a reduction in fatal and serious injury crashes involving elderly drivers, the return rate remains low, at only 2.3% of elderly license holders. To understand the factors influencing the voluntary return of driver’s licenses among elderly individuals, this study utilized a Lasso regression model, focusing on municipalities that implemented the program in 2019 and 2020. The findings revealed that the number of returned licenses was higher in larger cities, which generally have a greater population of elderly drivers and higher rates of elderly poverty. In contrast, elderly drivers were less likely to return their licenses if they had longer driving distances or if travel times by public transportation to public medical institutions, traditional markets, general hospitals, bus terminals, and railway stations were extended. Additionally, higher age thresholds for license return were associated with lower return rates. Therefore, to encourage voluntary license returns, it is essential to tailor the benefits according to age and region. In rural areas, in particular, strengthening alternative transportation options, such as public transportation, is crucial to ensuring mobility after the voluntary return of driver’s licenses.

고령 인구의 증가로 고령 운전자가 유발하는 교통사고 발생 건수가 최근 5년간 19.2% 증가하였다. 이를 감소시키기 위해 중앙정부와 지방자치단체는 고령자 스스로 운전면허를 반납하도록 돕는 운전면허 자진반납제도를 2019년부터 시행 중이다. 이 제도는 고령 운전자가 유발하는 사망사고 및 중상사고 건수를 감소시키는 데 기여하였으나, 자진반납률은 여전히 고령 운전자면허소지자의 2022년 기준 2.3%에 불과하다. 이에 본 연구는 고령자 운전면허 자진반납에 영향을 미치는 요인을 분석하고자 한다. 이를 위해 2019년, 2020년 제도를 도입한 지자체를 대상으로 Lasso 일반화선형모형을 활용하였다. 그 결과, 대도시일수록, 75세 이상 고령자 운전자 수가 많을수록 자진반납 건수가 증가하였다. 반면 고령 운전자의 차량주행거리가 길거나, 전통시장, 종합병원, 버스터미널 및 철도역까지의 대중교통 통행시간이 길수록, 그리고 반납연령 기준이 높을수록 자진반납하는 경향이 낮았다. 따라서 자진반납을 유도하기 위해서는 운전면허반납에 따른 혜택의 연령별, 지역별 차등화가 필요하다. 또한 상대적으로 대중교통의 이동성이 열악한 농촌지역에서는 면허 반납에 따른 고령자의 이동권 및 접근성 강화가 중요하다.
