A Study on the Proper Installation Interval of Crosswalks by Road Function 도로기능별 횡단보도 적정 설치간격 기준 연구

Abstract

The standards for crosswalk installation interval in Korea follow the Enforcement Rules of the Road Traffic Act, and apply a uniform standard of 100m or 200m from overpasses, underpasses, and other crosswalks, excluding protection zones for mobility handicapped (children, the elderly, and the disabled). Among these, it was confirmed through accident statistics that the crosswalk installations interval is an important factor in relation to the mobility and safety of pedestrians on local roads. This study determined that crosswalk clearance and pedestrian jaywalking are closely related. Therefore, the correlation between crosswalk clearance and pedestrian jaywalking accidents was examined, and standards for crosswalk installation interval considering road traffic characteristics were presented. Through a survey of areas with frequent jaywalking accidents, the correlation between the crosswalk clearance and pedestrian jaywalking accidents was identified, and the appropriate pedestrian detour distance was calculated based on theoretical and empirical methods to derive pedestrian traffic characteristics. Based on the previous analysis results, the final standard for crosswalk installation interval was prepared by using the number of lanes by two-way, speed limit, and vehicle traffic volume as variables for determining appropriate standards. The crosswalk installation interval was subdivided into 50-200m, and the standards were flexible, allowing autonomous application in consideration of the traffic environment. If the standards for appropriate crosswalk installation intervals presented in the study are supported by road facilities, signal operation, and legal and institutional aspects, we can expect to improve safety against traffic accidents while crossing pedestrians that occur in places other than crosswalks in the future.

우리나라 횡단보도 설치간격 기준은 도로교통법 시행규칙을 따르며, 교통약자 보호구역(어린이, 노인, 장애인)을 제외하고 육교, 지하도 및 다른 횡단보도로부터 100m 또는 200m로 일괄적인 기준을 적용하고 있다. 이러한 가운데 사고통계자료를 통해 이면도로에서 보행자의 이동성과 안전성과 관련하여 횡단보도 설치간격은 중요한 요인으로 작용함을 확인하였다. 본 연구는 횡단보도 이격거리와 보행자 무단횡단은 밀접한 관련이 있다고 판단하였다. 따라서, 횡단보도 이격거리와 보행자 무단횡단 사고 간의 상관성을 살펴보고, 도로교통특성을 고려한 횡단보도 설치간격 기준을 제시하였다. 무단횡단 교통사고 다발구역 실태조사를 통해 횡단보도 이격거리와 보행자 무단횡단 사고 간의 상관성을 파악하였으며, 보행자 통행특성을 도출하기 위해 이론적 방법, 경험적 방법 등을 근거로 보행자 적정 우회거리를 산출하였다. 기존 문헌과 공학적 이론 분석 결과를 토대로 적정기준 판단변수를 고려하였으며, 최종 판단변수로 왕복 차로수, 제한속도, 차량 교통량을 활용하여 최종 설치간격 기준을 마련하였다. 횡단보도 설치간격을 50-200m로 세분화하여 제시하였고, 교통환경을 고려하여 자율적으로 적용할 수 있도록 하는 등 기준에 유연성을 두었다. 연구에서 제시하는 적정 횡단보도 설치간격 기준과 더불어 도로시설, 신호운영, 법·제도 측면이 함께 뒷받침된다면, 향후 횡단보도가 아닌 곳에서 발생하는 보행자 횡단중 교통사고에 대한 안전성 향상을 기대할 수 있다.
