Abstract

The COVID-19 pandemic, brought a significant impact on many different fields around the world from the beginning of 2020, is also bringing attention to the concept of social exclusion. Some people have difficulty accessing basic human rights such as education and health care. In this study, we focused on the mobility rights, and tried to quantitatively prove the extent to which infectious diseases affect unfairly according to the life pattern, location of each living area and the existence of transportation alternatives in Daejeon city. From the first to the third pandemic shock as Korea Disease Control and Prevention Agency (KDCA) defines, an examination was conducted from the point of view of the disruption and resilience of the system. Shock-recovery model of each pandemic phases were defined, representative parameters were derived from the passenger demand data specific to each route. Residents of regions that have limited access to public transportation and a limited variety of available choices tend to demonstrate a reasonably high level of both flexibility and dependency.

COVID-19 팬데믹 사태는 2020년 초부터 현재까지 전 세계 다양한 분야에 막대한 영향을 끼치고 있으며, 특히 교육권, 위생권, 이동권 등 필수 인권의 접근성 문제가 대두되었다. 본 연구에서는 그 중 이동권에 대한 분석을 진행하였다. 대전광역시 각 생활구역의 생활 패턴과 위치, 대체 교통수단의 접근성 등에 따른 전염병의 불균일한 영향을 정량적으로 입증하기 위해, 한국 질병관리청이 정의한 1-3차 대유행을 시스템 교란 및 회복탄력성의 관점으로 분석하였다. 각 대유행 시기별로 충격-회복 모델을 수립한 후 노선별 승객 수요 데이터로부터 대표적인 매개변수를 추출하였고, 다양한 조합 결과 대중교통 접근성과 선택지 다양성이 낮은 지역일수록 상대적으로 충격 상황에서도 높은 적응력과 의존도를 갖는다는 결과를 도출하였다.
