The Challenges and Direction of Green Car Industry Policies in the Era of Carbon Neutrality

Abstract

With the enactment of the Korean Carbon Neutral Act in September 2021, the transition toward carbon neutrality is accelerating. Transportation is the most controversial sector in setting ambitious goals for carbon neutrality. In addition to the need for reducing greenhouse gas emissions in the transportation sectors, the increasing demand for green cars and the paradigm shift of the car industry are core issues of green car policies. Regardless of its increasing interest, the maturity of the green car industry policy is still remaining insufficient level compared to other public policies. Therefore, this study aims to present the policy direction of the eco-friendly vehicle industry policy by conducting a SWOT analysis of 30 experts. For the contents of each SWOT analysis, the main keywords were identified using Python. Based on the results, future policy tasks are derieved as follows. First, it is necessary to strengthen policy enforcement through the formation of a governance council or unification of ministry in charge. Second, efforts are needed to improve technology which may lead to drop of green car price. Third, localization of the value chain is needed. Fourth, it is necessary to grow the domestic market through promotion of technology and safety and infrastructure expansion. Finally, a policy approach is needed to maintain the current classification system for green car and to broadly recognize the eco-friendliness of hybrid vehicles.

2021년 9월 탄소중립법이 제정되면서, 탄소중립의 시대로의 전환이 가속화되고 있다. 이러한 탄소중립으로의 야심찬 목표설정에 가장 논란이 되는 부문이 수송이다. 수송, 교통부문에서의 온실가스 감축에 대한 필요성과 더불어 하이브리드차, 전기차, 수소차에 대한 급증하는 수요와 자동차 산업계의 패러다임 전환도 친환경차 정책에 대한 정책적 관심을 증가시키고 있다. 그러나 정부 차원에서 제시하고 있는 친환경차 산업정책의 성숙도는 타 정책분야에 비해 매우 미진한 수준이다. 따라서 본 연구에서는 30명의 친환경차 산업정책의 전문가에 대한 SWOT분석을 실시하여 친환경차 산업정책의 향후 정책과제와 정책방향성에 대해 제시하고자 한다. 개별 SWOT분석의 내용에 대해 키워드를 중심으로 파이썬을 활용하여 주요 키워드를 식별하였다. 분석결과를 토대로 향후 정책과제를 제시한다면 다음과 같다. 첫째, 거버넌스 협의체 구성 혹은 주무부처 일원화를 통한 정책 집행력 강화가 필요하다. 둘째, 기술력 증진을 통한 친환경차 가격 하락을 주도하려는 노력이 필요하다. 셋째, 소재부품 국산화를 통한 친환경차 산업의 밸류체인의 국내화를 위해 노력해야 한다. 넷째, 기술력과 안전성에 대한 홍보와 적극적 인프라 확대를 통한 내수시장 성장을 촉진하여야 한다. 마지막으로 친환경차 범주에 대해서 현재의 분류체계를 유지하고, 하이브리드 차량의 친환경성을 폭넓게 인정하는 정책적 접근이 필요하다.
