As the number of passengers through the city increases due to metropolitanization of the city, urban congestion problem is extreme. In 2019, the ministry of land, infrastructure and transport proposed a reorganization plan centered on transfer type buses and direct type buses in the metropolitan transportation 2030 to alleviate the severe congestion problem in the city. The transfer type bus is a concept that in which a metropolitan bus that used to enter the city center turns around at the Seoul border. It is introduced to reduce congestion in the city center by distributing bus traffic that used to enter the city center. However, transfer type buses are accompanied by transfer resistance of passengers because transfers cannot be avoided. In addition, the current research on transfer type buses is still in its early stages, and indiscriminate introduction can lead to side effects. Therefore, there is a need for advanced research that can consider the transfer resistance of a transfer type bus. In this study, we develop a methodology for selecting appropriate routes that are competitive when introducing transfer type buses. Based on the results of the stated preference survey of 502 metropolitan public transportation users, the value of in-vehicle time and the value of transfer time for metropolitan bus users are calculated. The competitiveness analysis of transfer type buses is performed by comparing generalized costs based on the time values, and among the existing direct type buses, routes that could be changed to transfer type buses are suggested. Finally, a level of discount rate is suggested to ensure that transfer type buses are as competitive as direct type buses in the future.
