Efficiency Analysis of Local Government Road Safety Management System Using Data Envelopment Analysis

Abstract

The road safety management system (RSMS) has been evaluated since 2015 to reduce the gap of road safety performance between local governments and eventually to improve the overall road safety performance. This study aims to evaluate the efficiency of the RSMS which is made up of 24 indicators in areas of institutional management, intervention, intermediate outcome and final outcome. The efficiency is calculated using Data Envelopment Analysis method which defines the efficiency as a ratio of input and output scores in RSMS. The input is calculated using the scores of the institutional management and intervention areas, and the oupt is calculated using the scores of the final outcome score. The result shows that the average efficiency of all local governments increased from 91.0% to 94.0% between 2015 and 2019. In 2015, Sejong City and Jeollabuk-do were selected as the most efficient local governments or benchmark Decision-Making Units (DMUs). In 2019, they were changed to Ulsan, Gyeonggi-do, Chungcheongbuk-do, and Jeollabuk-do appeared. It has also turned out that Jeollanam-do has the highest difference from the benchmark DMUs, and could attain the efficiency of the benchmark DMUs if it could increase the output score by 16.88. In the further studies, the change of frontiers among DMUs between 2015 and 2019 and its implication need to be analysed using Malmquist analysis.

지방자치단체 간의 교통안전 수준 차이를 줄이고 전체적인 교통안전 수준을 향상시키기 위해 2015년부터 도로교통 안전관리체계의 평가가 이루어지고 있다. 본 연구는 제도적 기반, 정책, 중간 성과 및 최종 성과 부문에서 24개 지표로 구성된 도로교통 안전관리체계의 효율성을 평가하는 것을 목표로 한다. 도로교통 안전관리체계의 투입요소 점수와 산출요소 점수의 비율로 정의되는 효율성은 자료포락분석 방법론을 활용하여 계산하였다. 제도적 기반과 정책 부문의 점수를 투입요소로 사용하였으며, 산출요소로 최종성과 점수를 사용하였다. 그 결과 2015년과 2019년 사이에 모든 지방자치단체의 평균 효율성이 91.0%에서 94.0%로 증가하였다. 2015년에는 세종시와 전라북도가 가장 효율성이 높은 지자체(벤치마크 의사결정단위)로 선정되었다. 2019년에는 울산광역시, 경기도, 충청북도, 전라북도로 나타났다. 또한, 전라남도는 벤치마크 의사결정단위와의 효율성 차이가 가장 큰 것으로 나타났으며, 산출요소 점수를 16.88점 높이면 벤치마크 의사결정단위의 효율성 수준을 달성할 수 있는 것으로 나타났다. 향후 연구에서는 2015년부터 2019년까지 의사결정단위 간의 프론티어 변화와 그 함의를 Malmquist 분석 방법론을 활용하여 분석할 필요가 있다.
